What are open data?

We must understand by Open Data, those data of a public nature that the government generates or manages; these are assets of the Mexicans who, foreseeing the due compliance with the protection of personal data, must be able to be used by any person and for any purpose. They are digital data of a public nature, accessible online, and can be used, reused and redistributed by any interested party.

Purpose of Open Data

Promote economic growth, strengthen competitiveness and promote innovation
Increase Transparency and Accountability.
Promote Citizen Participation and strengthen democracy.
Trigger greater Government Efficiency, evidence-based public policy design and improvement of public services, in support of development goals, generation of knowledge and good governance.

Characteristics of Open Data

Free: They will be obtained without giving any consideration in exchange and will be publicly available ( https://datos.gob.mx/ and on the portal http://transparencia.sinaloa.gob.mx/p/datos-abiertos)
Non-discriminatory : They will be accessible without access restrictions for users, anyone no matter their location or operating system.
Of free use: They will cite the source of origin as the only requirement to be used freely. The citizen can do what he wants with them (Investigations, Mobile Applications, even make money with them).
Permanent: They must be kept over time, for which the relevant historical versions for public use will be kept available through appropriate identifiers for this purpose. Once uploaded to the portal they cannot be removed from it.
Machine readable: They must be structured, totally or partially, to be processed and interpreted by electronic equipment automatically.
Timely: will be updated periodically as they are generated.
Comprehensive: They must contain, as far as possible, the topic they describe to detail and with the necessary metadata .
